Ask Citizens What To Do, Don’t Tell Them
 
Government should appeal to the good will of citizens whenever possible. Instead of laws and regulations, ask for consent, based on the public good and our shared humanity. Create a new government function called 'Appeal to the common good.'

There is no need to turn every objective into a law, backed up by the coercive power of the state and ultimately the threat of fines or imprisonment. Instead, let's take every new social need as an opportunity to expand our humanity. Let's begin to restore trust, responsibility, and opportunity.
The following are just examples. Any law is subject to a process of gradual de-coerciveness.

Easy
Use seatbelts.
Vacate seats for the handicapped and elderly.
Pay bus and tram fares and parking meters.
No smoking in public places, including restaurants, offices, trains and planes.
Stop at red lights. Obey speed limits.
Fines doubled in construction zones.

Medium
Do not steal.
Do not assault or injure others.

Hard
Pay taxes (pretty far down on the list!)

Portland light rail and the glorification of power.
On the Portland light rail a recording announces again and again that there is a ‘Priority Seating Area. You are required to move for seniors and people with disabilities’. There are also numerous large signs with the same message. I counted six in a single car.

“We're in the compassionless society now. It's not just an Alabama problem. Even in New Jersey, the popular approach to minor law enforcement is to invoke ever harsher penalties. "Fines doubled in construction zone," and so on. Now there are cameras mounted on the stop lights, operated by contractors, with settings by who knows whom, and they can fine you several hundred dollars with almost no recourse. If you're poor, a week's wages could evaporate. You don't have the cash, so eventually you're on your way to jail -- at huge government expense! So it's not only spiteful and compassionless, but stupid too. (But the jails are profitable... to their private operators.)” Comment, NYT, July 2, 2012
